Otto W. “Buzz” Krohn, CPA, CMC

As the firm's founder, Buzz has over 30 years of experience as a financial advisor and consultant to local government and utilities. A graduate of Indiana University’s Kelley School of Business (B.S. 78, Accounting), Krohn spent eight years with a regional certified public accounting firm before establishing his own practice in 1986. Calling on his extensive consulting experience and fulfilling the requirements of the Institute of Management Consultants, Krohn received accreditation from the Institute and is a Certified Management Consultant (CMC). Buzz is active in most of the utility and governmental finance trade associations, including: the Governmental Finance Officers Association, the Indiana Association of Cities and Towns, the American Water Works Association, the Indiana Water Environmental Association (past finance committee chair, audit committee chair & executive committee officer), and the Indiana Municipal Electric Association (past-president). Krohn is a member of the American Institute of Certified Public Accountants (AICPA) and the Indiana CPA Society. He has served on two Special Subcommittees of the AICPA’s Management Consulting Services Division and has chaired several committees over the years, as well as serving as Vice-Chair of the INCPAS Executive Board of Directors. Currently, Krohn is a member of the AICPA’s Joint Trial Board. Krohn has been a frequent speaker on financing and accounting matters before groups of utility and government officials, fiscal officers and accounting professionals at various governmental and utility professional associations, including:

James W. Treat, CPA


James W. Treat, CPA

Jim Treat is an honors graduate of the University of Notre Dame’s School of Business Administration with a major in accounting. Treat spent six years as an auditor with a Big Five accounting firm, serving clients ranging from international publicly held companies to local not-for-profit entities in a wide variety of industries. He has also worked as Regional Manager of Internal Audit and Director of Audit Services for a national health care provider. Treat joined O. W. Krohn & Associates in 1994 and became a partner in 1998. He is responsible for engagement administration and provides accounting, financial advisory and consulting services. Jim has obtained a wealth of experience handling complex financings for tax supported bond issues, tax increment financing bonds, revenue bonds and various types of lease financings. He has assisted municipalities with the preparation of comprehensive annual financial reports (CAFR’s), as well as non-routine budget and finance issues before the Department of Local Government Finance (DLGF). Treat is a member of the American Institute of Certified Public Accountants and the Indiana CPA Society. He is also active in many of the professional and trade associations noted above.

Tom Long is an honors graduate of Butler University’s School of Business Administration with a major in accounting. Long spent five years with a regional CPA firm in Indianapolis and became an associate with O. W. Krohn & Associates in 1996. Long is a member of the Indiana CPA Society and the American Institute of Certified Public Accountants. Tom provides a wide range of traditional services including accounting, tax and financial reporting services to a variety of taxable and tax-exempt entities. He has accumulated a great deal of utility accounting experience, including understanding of the tax impact ramifications of various “form of entity” alternatives, accounting for Contributions in Aid of Construction (CIAC) and utility accounting and financial reporting requirements.

 

Paula Walker, Senior Consultant


Paula Walker, Senior Consultant

Paula Walker is a senior consultant that has been with the firm since its inception in 1986. She attended Ball State University and has a background in banking and public accounting. Paula has a great deal of experience with many of the computer financial systems employed by local government and manages engagements involving utility billing systems, GASB fixed asset accounting requirements, GIS database research, financial modeling, feasibility studies and tax exempt financing for local government and utilities. Paula works with municipal water, wastewater, electric, gas and stormwater utilities.

 

Rosy Oshry, Consultant


Rosy Oshry, Consultant

Rosy Oshry, a graduate of Indiana University Kelley School of Business, joined the firm's consulting group in 2001 after spending nearly 15 years in the investment banking industry. Rosy holds a Bachelor of Science degree in Finance from I.U. and has expertise in local government finance, accounting, budgeting, DLGF matters and tax-exempt financing. Rosy plays a key role in quality control activities for the firm and has been involved in the issuance of long-term debt, utility acquisitions, economic development projects and utility financial reporting requirements.

 

Kathy Hancock, Para-Professional

Kathy Hancock also plays a key role with the firm’s consulting and para-professional services. Hancock joined O. W. Krohn & Associates in 2002 and provides support services in a wide-variety of administrative and client services activities.
